    Application Deadline: Applications are accepted on a rolling basis from July 1, 2025 to June 30, 2026. Open submission until funds are expended.

    Award Amount: Up to $25,000 per regular planning grant application and $100,000 for a transformational planning grant application

    Award Announcement: Approximately six to eight weeks after receipt of a completed application

    ABOUT THE COMMUNITY DEVELOPMENT BLOCK GRANT PLANNING PROGRAM

    Traditional Planning Grants

    The Community Development Block Grant (CDBG) Planning Program funds planning and feasibility related activities to determine whether or not a proposed project is viable.Planning funds are designed to support projects that intend to apply for CDBG Housing, Public Facilities, or Economic Development implementation funding.

    Examples of eligible Planning activities include:

    • Income surveys;
    • Preliminary architectural and engineering design;
    • Cost estimates; and
    • Market analysis.

    Transformational Planning Grants:

    These grants will advance community-level strategies and planning activities that lead to the development of new project(s) that increase the housing supply. Eligible activities include the assessment of a community’s housing needs and capacity to undertake housing projects, assistance creating and/or strengthening local and regional relationships, and evaluation and planning that will lead to viable projects. This funding will support comprehensive projects that will have a positive transformational community impact. Maximum award amount is $100,000

    Funding for the CDBG program is provided to New Hampshire through the U.S. Department of Housing and Urban Development. New Hampshire’s statewide CDBG program has been administered by CDFA since 2003.

    Eligibility Guidelines

    Eligible applicants for CDBG funds include most New Hampshire incorporated counties, cities, and towns. A nonprofit agency may also apply through its municipality or county as a sub-recipient of CDBG funds. All eligible municipalities and counties may apply for up to $500,000 in CDBG funds per year.

    Please note the federally-designated entitlement communities of Dover, Manchester, Nashua, Portsmouth, and Rochester are ineligible to apply as they receive CDBG funds directly from the U.S. Department of Housing and Urban Development.
